i think the point is that we don't know who's truly repented and so we can't make judgements about who's going to heaven and who isn't. you can't say, "sure, your dad is going to heaven," or "your dad isn't." you don't know. no one knows.

Wrong. You're on a roll. The Bible clearly states who is going and not going to heaven.

Yet, we're specifically told not to say "who will descend into the deep." Even if we may know, we are actually advised that this not be of our own consideration.

Romans 10:6-9
But the righteousness that is by faith says: "Do not say in your heart, 'Who will ascend into heaven?'" (that is, to bring Christ down) "or 'Who will descend into the deep?'" (that is, to bring Christ up from the dead). But what does it say? "The word is near you; it is in your mouth and in your heart," that is, the word of faith we are proclaiming: That if you confess with your mouth, "Jesus is Lord," and believe in your heart that God raised him from the dead, you will be saved.

I would say it's okay to say it if you're asked the question...or if you are out protesting in front of a prison or gay pride parade.
