I'm pretty sure the standard for knowing what words are inappropriate, and which aren't, comes from George Carlin's "The 7 Words You Can't Say On TV".
Clearly, that bit was written before cable!

I think it's the tone and strenth that makes it a cuss word or not. My mom was raised where dang was a cuss word, nowadays da*n is often thought to be ok. Both have similar meanings, but dang is usually a milder form.
