Two sides.
Side A: the judge felt something special for him and this was an act of kindness and empathy. The news heard about it from someone and just happened to cover it.
Side B: the judge wanted good publicity or re-election, everything was planned, he cherry picked a decorated soldier with PTSD, someone the public could empathize with, even under a DUI , as a tactic. A premeditated, planned, self interested cause which had little or nothing to do with kindness.
