Judging McCain's actions is easy because he was a prominent political fixture. It's a combination of what they do and who they know along with something else. Something related to the battle between good and evil on this planet and a "question" or some kind of a chess match or contest between God and Satan that plays a part. Also, God doesn't grant ANYONE, ANYTHING other than the gift of Grace.
People get into positions of power by what they do and who they know, not be the Grace of God.
