Not so sure what you mean that God being outside of time would see all of time, human. The past doesn't exist any more and the future doesn't exist yet. The only way God can see all of history together is by planning before hand.. by this i mean setting every human that will ever exist in a set time, place, family so that they will react in a sort of manner in order for God to attain the Goal to his plan. This is what i think when God doesn't answer prayers, its because it his not part of His will a.k.a. His plan for you and/or others ( which is what is best ). But then again the concept of God's omniscient knowledge is the fact that he knows all true propositions ( past, present, future) and only some needed non propositional truth.
