Perhaps the bigger question here is.... Are all corporate acts by a nation or jury justified by the hand of G-d?

That is for you to decide...

The problem. The U.S. has missle sites all over the globe, not to mention hundreds of mobile sites in subs. How do we police the world against such when we are the biggest violaters to begin with? That is a serious question.
Simply put, becuase we haven't shown an interest in first-strike (political posturing and opinions on the ongoing conflicts aside). The human rights record of that country as well as many of their stated interests and goals are almost enough to mobilize on but not enough for a preemptive strike at the moment. Also, because we aren't breaking faith with the international community (I use the term loosely) by disregarding sanctions legally levelled against us.

And as to turning the other cheek, wrain, as noble as it is for one person to forgive and forget, it is quite a different issue when it enters an arena where millions of lives hang in the balance.

Romans 13:1-5
3-For rulers are not a terror to good works, but to the evil. Wilt thou then not be afraid of the power? do that which is good, and thou shalt have praise of the same:

Ecclesiastes 3:1-8
8-A time to love, and a time to hate; a time of war, and a time of peace.

EDIT: Brevity
