The context is Paul speaking of Israel's rejection of Christ. It says that being a Jew is not just a matter of circumcision, but of the heart. This speaks to the Kingdom the Messiah would restore through the covenant people. The distinctions at the beginning and end of chapter 10
"Brethren, my heart’s desire and my prayer to God for them is for their salvation."
Not you, or us. But them and their's. The distinctions is still there.
The children of promise are the Jews who would receive the Messiah. Jesus explained this about seperating the wheat from the chaff. This is what will happen when the wrath is poured out.
