No, I think the discretion is ours. We know what God commands, and it is at our discretion whether or not we are going to do what He says.

Yes, Jesus told us not to judge. Only God has that right, and we don't have "sure-win" on whether or not people sin. God has the right to say whether or not we sin, but be sure He WILL judge.

Sin isn't an "outcome". Sin is the actual breaking of the law of God. The outcome would be punishment from God. you said that we have discretion if we break His commandments or not. In most circumstances, we know very little and ask for God's will. King Solomon asked for wisdom to judge cases. Sin does have outcomes and sin does bring about consequences. I don't disagree with you here. But what is *sin*. What do we do that defines sin with regards to bringing about an outcome?
In other words.....you stated that lying isn't necessarily bad....but isnt' the fact that we have a deceiful heart the actual root of the problem. For instance, couldn't it be said that we lie *because* we have deceitful hearts.
As for the Bible, there are plenty of verses that address sin and the heart.

No, king Solomon was correct to ask for knowledge. He understood that to grow in God that knowledge is what he needed. God was quite pleased with Solomon asking for wisdom. May God grant wisdom to us all, a discerning heart and mind! And the truly Wise man seeks God, reveres God (The fear of the Lord is the beginning of Wisdom) and HIs word, immersing himself or herself in scripture.
