The problem may be that you are not going forward as much as you need so you can understand the passage. Look at verses 50- 51, " Thus did all the children of Israel; as the LORD commanded Moses and Aaron, so did they. And it came to pass the selfsame day, that the LORD did bring the children of Israel out of the land of Egypt by their armies.

how is your view of infant circumcision consistent with the previous scripture in question?
"For neither circumcision counts for anything nor uncircumcision, but keeping the commandments of God." (1 Corinthians 7:19)
Why does Paul separate circumcision from the "commandments of God"?
He is not talking about the act of circumcision so much as about those who are circumcised and those who are not circumcised. Both are children of God in Yeshua.
Israel, the circumcised received the circumcision as a sign of their being part of the Abrahamic covenant. They are to be set aside as a nation of priests who will serve the Lord from the land of Israel. The uncircumcised are the nations.
If the circumcised refuse to obey the commandments of God they blaspheme YHVH and are cut off from the Nation of Israel, circumcised or not. The uncircumcised believers who also refuse to obey the commandments of God will also be cut off from the commonwealth of nations of the greater Israel of God.
