Why did GOD rename some if HIS people?

Hebrew culture attaches great significance to a person's name, particularly central figures. For example, Abram's name was changed to Abraham. Isaac, which means laughter, was given to Abraham's son because Sarai laughed when told of the promise of God that she would have a son when she was barren and past the age of child-bearing. That laughter of skepticism was changed to laughter of joy, and hence the name. Jacob, means "deceiver" or "trickster" and God changed his name to Israel, which means "God wrestler", because of an incident described in Genesis where Jacob wrestled with an angel or some believe, possibly a type of Jesus Christ Himself.

Not everyone is or was renamed in that context. Names however are more significant in some cultural contexts than what we practice in ours.

I believe a lot of it has to do with changing one's destiny. As an example what happened with the prophets is they actually inserted a portion of G-d's name into their own name. One of the names of G-d was EL or YAH. Therefore you get the names like JoEL, DaniEL, SamuEL, JeremiYAH, NehemiYAH, ObediYAH and the likes. Why? It was a way to identify oneself into G-d's family and become part of it. :P
