If humans were not even allowed to want to sin could they make any decisions?

I don't think that the issue is "wanting" to sin, I think the issue is that we tend to be predisposed to sin, we are inclined to sin.
As Paul said, we KNOW what is wrong and we KNOW not to do it, but we still do it.
Most of us have, at one time or another, sinned without WANTING to ( by want I mean to actively pursue sinning).
Our fallen nature drives us to it because we thing we can do it "without God", that we don't "need God".
