Emergency Broadcast System

I heard an Emergency Broadcast System test yesterday and unusual words that changed from the older test...
This is a test of Emergency Broadcast System.... In the event of an actual weather emergency, or civil unrest...
Yes, that is what I heard. Has anyone heard this too or know if they added to the language - civil unrest? The were no reports of hacker's changing anything.
It was odd...

Whaddya expect in Colorado? With the legalization of recreational pot, you can probably expect some civil unrest.

I heard the Emergency Broadcast Signal today on Vermont Public Radio. I paid attention because I had read your post beforehand. Nothing was said about civil unrest.
Maybe your state is just kooky.
