Can a computer program do this?

Is it possible to program a computer so it knows just about everything that can be programmed into it about WWII up until, say, early 1942 and have it "predict"
the rest of the war? I wonder how well it could do?

It's possible, but the technology needed would be so advanced we wouldn't be able to do it for awhile yet. The possibility for it getting everything right is also slim. Sounds like something God or possibly an angel could do.

No, it wouldn't "know", but people can program algorithms to respond to queries (like Google do) and present the information it has archived to respond to such.

I think it'd depend highly on what information it uses in such an attempt to predict. It would need to either be given examples (machine learning) or be programmed explicitly with theories about how wars work and such.
