This represents the music that flows through nature. The flow, the wave, the ups and downs, represent the highs and lows in life. Earth and air are a low and high respectively. Plants and animals (including humans) are a low and high. Much like the Chinese idea of Ying and Yang the world works in a balance of different "highs" and "lows" that complement and support each other.
Of course, above all this is GOD, who is a "high" and also a base.
